Govt. intentions

Why is there such a gap between stated intentions and actual deeds in all large organizations especially Govts., everywhere. The stated intentions are not sincere, intelligent and or heartfelt. They are spelt out in officialese which are flexible allowing for later interpretations. The motive is not to actually mislead the party to whom these assurances are addressed. The assurances issued are very different from how the recipient receives it, the common man. He assumes sincerity, the persons issuing it takes for granted official flexiblity in its implementation, never sincerity. In Govt. and large organizations sincerity is seen as immaturity. It is understood there will be design variations between Govt. policy statements in its purity and its implementation on the ground. That is called being practical; being 'impractical' is a judgement which rules you out from bureaucratically high positions. Even if you have revived 9 of the seriously sick PSUs in the country. The Air India now suffering serious losses could have been revived by me. But in Govt.and Tata eyes I was impractical , so disqualified.
