Power to act does not ensure desire to act

Who rules and controls the world? My answer was that each one of us does. Our world, each one of us. What each one expereinces is our world, unique to each. This we control, no one else. The lever is in my hands, no one else's. I cannot exprerience another's world, another's world. But in my expereinced world I rule, I have the agency. We may pass on the control to another if reluctant to exert control, many persons are like that. Sit in an office, table with formal powers and say he is helpelsss, conrtol is with others. Many prefer willed passivity, afraid to act. The underlying message is action even if legitimate is hazardous, better to wait.
